Snap-on 13mm S5905A Metric VW Volkswagen Tappet Wrench. Shown in Snap-on catalog in 1973 (S5905A). "For tappet adjustments on later model Volkswagens." 12-point, about 10-1/2" long. One arm is 2-3/4" long, the other is 3" long. Near mint condition, barely looks used. No engraving or owner marks. Please see photos for best sense of condition.
