Nice motors I had extra from my flowbench build 15 years ago. If you are building a bench yourself imo you need to keep the mind set of any airflow is good. A guy can upgrade the motors later if you want after you get the bench up and running. The goal is to get it going so these will do that. Will it have the capacity you need at 28" ?? Maybe and Maybe not but that is based on the manometer incline if you've done you homework at all. Included is a 4.5" hole saw used on the old pts 8 motor bench...
