As shown, a factory surplus unit, in sound condition with cosmetic wear throughout, we are not familiar with this tool & how it works but it powers on, it sounds like these are supposed to sound while running, the test point wires are in rough shape & have no connectivity when touched together & the gauge needles do not move, no further testing done, sold as/is....
