This tool is used to separate (not compress, as some listings have it) leaf springs on early cars to allow you to lubricate in between them, to reduce the abrasive wear and noise/speaking due to road dirt. The patent associated with this tool is #1142280, and wasn't invented by Williams, but another two fellows who did make them for a while, but then sold or licensed the idea to Williams.
